Painters on Westbank First Nation Lands (Tsinstikeptum IR 9)

Tsinstikeptum IR 9 is a Westbank First Nation reserve on the west side of Okanagan Lake, next to West Kelowna along Highway 97 and McDougall Creek. Pacific Painting Kelowna paints homes, strata communities and businesses here, about 15 to 20 minutes from our Kelowna office across the Bennett Bridge. Westbank First Nation is self-governing, with its own constitution and laws, including its own rules for business licensing, building and development. That makes working on IR 9 different from working in the City of West Kelowna next door, even when the two are only a street apart. We sort out those requirements at the quote stage, before anyone sets up a ladder, not halfway through a job.

Much of IR 9 is made up of leasehold residential communities and strata developments, alongside large commercial areas on Highway 97. We work for the owners, strata councils, property managers and businesses in those communities, bringing 15+ years of experience, licensed and insured crews with WorkSafeBC coverage, and a written 1-year labour warranty. About Tsinstikeptum IR 9

IR 9 runs along Highway 97 and McDougall Creek on the west side of the lake, with West Kelowna neighbourhoods on several sides. Westbank First Nation also holds Tsinstikeptum IR 10 and other reserve lands nearby, so two properties a few blocks apart can fall under different governments.

Westbank First Nation has been self-governing since 2005, under its own constitution and laws. Those laws apply on WFN lands, including to the businesses and contractors who work there.

Most people who live on IR 9 are not WFN members. They hold long-term leases in residential communities built on WFN land, and those leases, strata bylaws and WFN laws together shape what a painting project involves.

Communities We Paint on WFN Lands

IR 9 has a wide mix of housing, from gated communities to new rental buildings. Each development has its own bylaws, so we ask for them before we quote.

  • Sonoma Pines

    Sonoma Pines is a large gated community on WFN land beside the Two Eagles golf course, built out in phases. Owners usually call us for interior updates, while exterior work runs through the strata.

    Many residents are home during the day, so we agree on work hours and quiet times at the walkthrough.

  • Lake-View Townhomes and Multi-Family Homes

    Several townhome and multi-family developments on IR 9 sit on slopes with views toward the lake. Most have a strata-approved exterior colour scheme that individual owners cannot change on their own.

    Inside, the work is usually the first repaint after the builder's flat white, often with a feature wall or a refresh before a sale.

  • Newer Rental Apartment Buildings

    Purpose-built rental buildings have gone up on WFN land in recent years, and their managers need suites turned around quickly between tenants. We repaint walls, doors and trim to fit the move-out and move-in dates.

Where IR 9 Sits on the Westside

From our Pacific Avenue office we cross the Bennett Bridge and follow Highway 97 south-west. In normal traffic the trip takes about 15 to 20 minutes.

Reserve boundaries do not follow obvious lines on the ground. If you are not sure whether your address is on WFN land or in the City of West Kelowna, your lease or your property tax notice will settle it.

Leasehold Strata and Colour Approvals

Most homes on IR 9 are in leasehold strata developments, where the strata decides how the outside of every home looks. A few steps up front keep an exterior project from stalling.

  1. Read the bylaws

    Strata bylaws usually set approved exterior colours and sometimes the sheen or product. Your strata manager can supply the current bylaws and any approved colour schedule.

  2. Get council approval in writing

    Changes to exterior colours, doors or fences normally need written council approval before work starts. We can provide colour codes and product data sheets to support the request.

  3. Confirm what is common property

    Exterior walls, balconies and fences are often maintained by the strata, not the owner. Knowing who pays and who approves avoids a dispute after the work is done.

  4. Plan around residents

    Many IR 9 communities include retirees and people working from home. We agree on hours, parking and access routes before day one.

WFN Business Licence and Permits

Westbank First Nation makes its own laws for businesses and building on its lands. Contractors need to follow them, and owners have every right to expect it.

  • Business Licensing on WFN Lands

    Westbank First Nation requires its own business licence for businesses working on its lands. It is separate from the Inter-Community Business Licence used in Kelowna, West Kelowna and Lake Country, so a contractor licensed in those cities is not automatically licensed here.

    Before work starts, it is fair to ask any painter whether they hold a current WFN business licence.

  • Building and Development Permits

    WFN issues its own building and development permits and sets its own standards, separate from the City of West Kelowna. A straight repaint rarely involves a permit, but painting that is part of a renovation, addition or rebuild falls under WFN's process.

  • Insurance and WorkSafeBC

    Insurance and WorkSafeBC coverage matter on WFN lands just as they do anywhere else. We are licensed and insured, our crews are covered by WorkSafeBC, and we can provide a current clearance letter on request.

Commercial Painting Along Highway 97

IR 9 includes large commercial areas along Highway 97, with big-box stores, shopping centres, restaurants, offices and service businesses.

  • Retail units and big-box interiors. Sales floors, back-of-house areas and tenant improvements are repainted in phases, and our retail store painting service schedules around trading hours.
  • Parking lot restriping. Busy lots wear out stall lines, arrows and crosswalks quickly. Our line striping work is usually done early, before stores open.
  • Exterior touch-ups and tenant changeovers. Doors, fascia, bollards and block walls take road dust and wear from highway traffic.
